Комитет был создан в конце 1974 г. управляющими центральных банков стран, входящих в Группу десяти, в условиях серьезных потрясений, охвативших валютные рынки и рынки банковских услуг. В Комитет входят представители центральных банков Бельгии, Канады, Франции, Германии, Италии, Японии, Люксембурга, Нидерландов, Швеции, Швейцарии, Великобритании и США. Деятельность Комитета способствует межстрановому сотрудничеству в области надзора за банковской деятельностью. Функции Секретариата осуществляет Банк международных расчетов. Данная организация известна также как Комитет Кука. У.П. Кук, член совета директоров Банка Великобритании, занимал пост председателя Комитета с 1977 по 1988 г.
